Dr. Scott Phillips

Dr. Scott A. Phillips is an Assistant Professor of Healthcare Management at the University of New Orleans and a nationally engaged scholar in health systems innovation, workforce analytics, and digital transformation. His work sits at the intersection of healthcare delivery, insurance design, and emerging technologies, with a focus on translating complex data into actionable strategies that improve access, outcomes, and organizational performance. Dr. Phillips is the reserach partner and one architect of the Integrated Engagement–Resistance Theory (IERT), a novel framework that explains how individuals, organizations, and systems adopt—or resist—innovation across healthcare, fintech, and public-sector environments. His research has been applied to challenges ranging from value-based care adoption and patient engagement to AI-enabled decision systems and benefits navigation. In addition to his academic role, Dr. Phillips actively collaborates with industry partners, startups, and public health organizations to operationalize innovation at scale.
