Dr. Scott A. Phillips is an Assistant Professor of Healthcare Management at the University of New Orleans and a nationally engaged scholar in health systems innovation, workforce analytics, and digital transformation. His work sits at the intersection of healthcare delivery, insurance design, and emerging technologies, with a focus on translating complex data into actionable strategies that improve access, outcomes, and organizational performance. Dr. Phillips is the reserach partner and one architect of the Integrated Engagement–Resistance Theory (IERT), a novel framework that explains how individuals, organizations, and systems adopt—or resist—innovation across healthcare, fintech, and public-sector environments. His research has been applied to challenges ranging from value-based care adoption and patient engagement to AI-enabled decision systems and benefits navigation. In addition to his academic role, Dr. Phillips actively collaborates with industry partners, startups, and public health organizations to operationalize innovation at scale. His work with CemScale focuses on building compliant, data-driven engagement ecosystems that align consumer behavior, regulatory requirements, and enterprise growth strategies.
