Dr. Rafael Lugioyo

Dr. Rafael “Tony” Lugioyo is President of CemScale and a global executive, investor, and scholar with more than 35 years of leadership across finance, insurance, technology, and manufacturing. He has led multinational teams in over 50 countries, directed international sales exceeding $450 million, and founded or financed more than a dozen companies, many successfully scaled, merged, or exited. Recognized for transforming complex organizations, Dr. Lugioyo has restructured distressed firms into profitable ventures and led the development of CMS-recognized technologies for Enhanced Direct Enrollment compliance, positioning his work at the forefront of healthcare and digital innovation. He is also the consulting author of the Integrated Engagement-Resistance Theory (IERT), a framework that explains and addresses resistance to digital transformation by integrating innovation adoption, change management, and strategic execution. A former U.S. Marine Corps officer with Top Secret/SCI clearance, Dr. Lugioyo brings a disciplined, global perspective to leadership.
